PTI to Elect Mayor of Islamabad

The Mayor of Islamabad will be from Pakistan Tehreek e Insaf according to Law

On 30th of November 2015, the first local government elections of Islamabad were held successfully. According to the official results of Election Commission of Pakistan, PMLN has secured the majority seats of Chairmen which are 19, PTI is on number two after securing 17 seats and Independent Candidates have secured 12 seats. Results of two seats are yet to be announced. However, there results are to the extent of Chairmen and Vice Chairmen of 50 constituencies of Islamabad.

A beautiful aspect of these recent elections is that the PTI has secured the majority seats when it comes to the elections of number of people elected at different seats. The majority of counselors belong to Pakistan Tehreek-e-Insaf which is the turning point of the elections. The Party having most elected members in these local government elections has the better chance of electing its Mayor.

In my opinion the Mayor of Islamabad has to be from Pakistan Tehreek-e-Insaf according to the provisions of Islamabad Capital Territory Local Government Act 2015. Let us examine the following sections of the Act in order to understand things betterly:-


11. Union Council.– A Union Council shall consist of the following members elected under
Chapter V:
(i) Chairman and Vice Chairman, as joint candidates;
(ii) Six general members;
(iii) two women;
(iv) one peasant or worker;
(v) one youth member; and
(vi) one non-Muslim.

12. Metropolitan Corporation.—

(1) The Metropolitan Corporation shall consist of the following members elected under Chapter V:
(i) Mayor and Deputy Mayor, as joint candidates;
(ii) Chairmen of all Union Councils;
(iii) women;
(iv) peasants/workers;
(v) technocrats;
(vi) youth members; and
(vii) non-Muslims.

(2) The number of women should not be less than 33 per cent, peasants/workers not less than 5 per cent, non-Muslims not less than 5 per cent, youth not less 5 per cent each and technocrat not less than 2 per cent. The numbers shall be computed by the government accordingly through a notification issued from time to time.

(3) The Mayor and the Deputy Mayor shall be elected as joint candidates, in the first session of the Metropolitan Corporation, from amongst the members mentioned at serial number (ii) to (vii) of sub-section (1), by majority of the members mentioned at serial number (ii) to (vii) of sub-section (1) present and voting.

All the members present and voting will be having right to elect the mayor and deputy mayors. It means PTI securing the most seats will have its own Mayor of Islamabad along with 3 deputy mayors.
